City of San Jose, CA, awards the Integrated Permitting System bid to CSDC Systems
CSDC Systems and Unisys to implement a modern digital government platform using AMANDA and the Unisys InfoImage CMS
The bid was for a proven, municipal, commercial-off-the-shelf (COTS) Integrated Permitting System to replace and, or upgrade the City of San Jose’s existing permitting software. The City sought a web-based, turnkey, integrated permitting solution that included professional services, training and migration.
The City used a stringent scoring process to evaluate the eight companies that had bid for this project. 8 separate weighting factors were used, over 4 phases, in an evaluation process that lasted 6 months. The weighted scores covered overall experience, implementation references, certification, technical ability, functional criteria, small business preference, local business preference, and cost.
CSDC Systems emerged the final winner with the highest overall score from amongst 8 companies that had bid for this project. The project is valued at approximately $8 mn by the City of San Jose.
The new, cloud-hosted system had to improve efficiencies across several operational areas and departments at the City.
The City’s RFP featured several high-level objectives for the Integrated Permitting System.
The City mandated a long-term business solution that would support its technology requirements for at least the next 10 years. The new solution had to improve decision-making through automation and streamlining of the City’s workflow and processes.
The new solution had to be customizable by the City staff and also be user-friendly. It had to be fitted with reporting, analytics, and business intelligence. It had to eliminate the storage of mission-critical data outside of the system, for example in spreadsheets. It had to be web services enabled to support the City’s open data initiatives.
It had to protect data integrity, be scalable to process over 50,000 permits annually, provide thousands of citizens access to online permits, and be usable across mobile devices.
The Integrated Permitting System had to dovetail into the City’s internal and external systems.
The new, cloud-hosted solution had to also seamlessly integrate with several internal and external systems used by the City. These included GIS spatial data module, Alfresco ECMS, Financial Management System, PeopleSoft, Capital Project Management, Microsoft Office 365, Google Earth and Cisco Phone Messaging System.
The bid had to include a phased implementation proposal.
The proposal to the City had to include an overview of the phased approach, management plan, general objectives, detailed work plans, and implementation references. It needed to explain go-live priorities with respect to the modernization of public interfaces so that disruptions were minimized. It required supporting documentation to demonstrate how the City’s specifications are addressed.
The vendor evaluation process by the City was elaborate and stringent.
