Everyday, an application is made to a city/county planning department to rezone land for a subdivision. But this small event triggers a huge series of studies, consultations and approval processes. Of these, development conditions established early in the Land Development Process can have an impact that reaches many other departments, many years after they are made.
Better Quality Control of Development Applications -
AMANDA allows jurisdictions to have better control over development applications. When developers give Planning staff a new application, a subdivision for example, to review the application and the requisite plan checking fee are stored in AMANDA. The Planning Department can then assess the cost to build out the subdivision with streetlights, curbs, sidewalks, storm sewers, etc.
AMANDA lets jurisdictions produce reports or status updates of each letter of credit as they are completed. With AMANDA, Treasury can update the status of a letter of credit as they complete them and the Planning Department can see the update immediately and independently. This means that construction will not be delayed. AMANDA eliminates delays associated with letters of credit.
AMANDA can also track subdivision insurance. AMANDA automatically generates requests for insurance updates at renewal, saving Treasury staff valuable time. Failure to obtain confirmation of insurance could result in potential liability for the Town as the Town’s own insurance does not come into effect until the subdivision is assumed.
Treasury Firmly in Control of Securities -
Once Public Works or Planning are satisfied the developer’s work is at the stage that a partial reduction or release is warranted, staff will make the request in AMANDA and Treasury is automatically notified to have the bank release or reduce the securities. If the developer doesn’t fulfill their obligations, the same AMANDA process can be used to draw letter of credit funds for completing the work. Security can be setup in AMANDA so that only certain individuals may request or authorize letter of credit changes. AMANDA apportions each of the reductions with its purpose (i.e. passed landscaping inspection) and can also be tightly integrated between corporate financial systems with Letter of Credit funds held in trust.
